Molino Stewart was engaged by Venues Live to prepare the Floor Emergency Response Plan (FERP) for the new Bankwest Stadium, located in Parramatta, next to the Parramatta River.
The stadium is able to seat up to 30,000 spectators, but during large concerts it may accommodate up to 45,000 patrons, most of which are expected to reach the site by public transport. It includes five levels of premium, corporate and function spaces, as well as a range of food and beverage outlets.
It will predominately cater for sporting and community events, but will also cater for concerts and a range of functions.
Before operations could commence on 14 April 2019, a FERP Plan had to be completed and implemented as a condition of the development approval.
Molino Stewart prepared a FERP that addressed evacuation, emergency access, flood warning and awareness, and refuge requirements.
The challenges of keeping up to 45,000 patrons safe during flood events ranging from the 5% AEP to the PMF, at a location where the existing flood warning system can provide a notice not greater than two hours, were addressed by generating a multi-staged plan, with escalating alert modes and multiple response triggers. Given the sensitivity of the development, due to its location and the number of people potentially involved in a flood response exercise, the FERP was prepared in consultation with the Council, the NSW State Emergency Services and NSW Fire and Rescue.
