The plan was developed to help the Queensland emergency management sector prepare for extreme weather events. It was contributed to by the Queensland Department of Environment and Science and the Griffith University National Climate Change Adaptation Research Facility. It is part of a government priority to increase resilience to climate change. The strategy includes specific climate risks and plans to increase the resilience of critical infrastructure. In reference to changing future risks Mr Crawford stated, "If we're going to have cyclones happening in parts of Queensland that they don't normally happen right now it means that we're going to have to expand all the areas where we have response training, capability and everything like that.” (read more here and here).
